Most homes in the area do not have an insulated rim joist. It is mostly an oversight by contractors that don't think it means much in the overall grand picture, but indeed it does. This small space between your basement walls and ceiling can be the source of large amounts of air leakage. This open gap is essentially the same as leaving a few windows open year round. In the summer it's letting hot air get into your home and in the winter it's letting cool air into your home.
